The Case for War Crimes: 10pgs
Five years ago the story of the D’souza family became public and changed my life forever. Terry D’souza and his wife and two daughters have lived in Sacramento, California in the same home for twenty five years. They are hard working, college educated, loyal Americans who are under attack from microwave weapons and organized stalking. The most sophisticated classified anti-personnel weapons possessed by the United States government are being used to target a beautiful American family because they fit a profile. They are being sacrificed as human guinea pigs to perfect classified microwave weapons and the science of behavior modification. Their torture and torment is being shared by people all across America and all across the world. In books and film I have tried to tell their story and to bring the truth of state sponsored terror to the people in order to stop this madness. Ten basic facts presented here make it obvious to any reasonable person that these allegations of war crimes are true. It is only necessary to prove that the weapons exist, that they have been used to attack activists before, that the classified weapons have been given to local law enforcement to use against domestic enemies, that hundreds of credible witnesses have come forward, that persons of interest within the intelligence community have written and spoken publically about committing these types of criminal acts, and that these crimes are part of a historical pattern of criminal behavior. These ten facts are described as follows. FACT ONE: Public microwave weapons exist such as the active denial system (ADS) and milliwave radars that are called nonlethal weapons in order not to provoke a public backlash. TWO: The Russian microwave weapons program in the 1950’s attacked the US embassy in Moscow and used microwave weapons to neutralize Russian dissidents. THREE: The DOD funded elite scientists for decades and their scientific papers and related patents prove these weapons exist. FOUR: Microwave weapons were used against anti-nuclear protestors in England in 1984. FIVE: The US government has experimented on more than 500,000 citizens in radiation, biological, and chemical weapons experiments. The human radiation experiments and project MKULTRA are just two examples. SIX: The government has made hit lists of activists before, such as Cointelpro, run by the FBI. SEVEN: There is a population of credible witnesses (mostly political activists and whistleblowers) who have been saying for years that they are being targeted with these weapons. EIGHT: Military doctrine papers have been written about how to use microwave weapons against not just armies but against individuals and civilian populations. NINE: There are persons of interest in the intelligence agencies including the man in charge of nonlethal weapons development for decades, Lt. Colonel John B. Alexander as well as a man who has advocated using these weapons on civilians in their homes, Lt. Colonel Michael Aquino. TEN: There is a long pattern of illegal behavior by some members of the intelligence agencies including operating death squads against civilians such as the Phoenix Program. These facts plus the evidence in my books and films that are free online, entitled Monarch: The New Phoenix Program, make it clear to any reasonable person that these crimes are taking place. Until I began to research these war crimes I had never heard of weapons like the active denial system or illegal programs like Cointelpro and the majority of people have no knowledge of them either, so I’ll briefly explain each example. I want to reemphasize that these are indisputable facts and part of the historical record.
ONE: Public microwave weapons such as the active denial system and milliwave radars are called nonlethal weapons in order not to provoke a public backlash. The Active Denial System (ADS) shoots a microwave beam of 95-Ghz millimeter waves and in two seconds heats the skin to 130 degrees Fahrenheit. The sensation is like touching a light bulb or a hot frying pan but the flesh does not immediately burn. This nonlethal weapon functions as a pain amplification device. The intense pain stops only if the individual moves out of the path of the beam or it is turned off. The new public technology is restricted to those systems that will cause less resistance among the general public. If this kind of weapon is for sale then what kind of weapon is available for covert use? Millimeter wave radar imaging systems are able to see through building materials and can detect heartbeats in collapsed buildings. These military radars used for house to house fighting are now for sale. Any normal building material is transparent to these devices but the water in the human body lights up with great definition, enough to identify a person in a crowded room from outside a building. If someone pulls up to the curb outside your home and aims the milliwave radar at your house it can see through several rooms with enough definition to identify you in a crowded room. Now the entire world has been turned into a fish bowl. These radars have biological effects and if subjected to them on a regular basis health complications will occur. The existence of these weapons supports the charge that microwave weapons are being used to attack political activists and whistleblowers in their homes and places of work.
TWO: The Russian microwave weapons program that began at least fifty years ago is a model for the current illegal program. The Washington Post reported in 1987 that the Soviets had used radio frequency electromagnetic weapons to kill goats at 1 kilometer’s range. In the 1950’s the USSR used microwave weapons to attack the US embassy in Moscow making twenty two employees ill and resulting in the death of our ambassador. The covert attacks set in motion Project Pandora, the secret United States crash program to develop microwave weapons. The Russians also used microwave weapons to attack their own political dissidents. Soviet dissidents were the target of microwave anti-personnel weapons and mind altering techniques that sought, “the total submission of one’s will to some outside force.” This strategy is identical to the current methodology described by targeted individuals. The scientific literature and military doctrine papers say it is virtually impossible to tell who is attacking you or exactly how they are accomplishing the attacks. Microwave weapons are first and foremost anti-personnel weapons to be used in covert operations in a confusion and misdirection strategy to physically and psychologically torment and subdue the target. Another Russian microwave weapons technology is called acoustic psycho-correction that involves the transmission of specific commands into the human subconscious. Experimental subjects obey the covert commands after exposure of less than one minute. The technology was demonstrated and proven to suppress riots, control dissidents, demoralize or disable opposing military forces and enhance the performance of friendly special operations teams. Dr. Igor Smirnov, a Russian expert on non-lethal weapons who developed acoustic psycho-correction, was brought to the US for a series of meetings in 1993 with the CIA, DIA, FBI, and ARPA. Smirnov and his non-lethal weapons technology was brought to Waco during the Branch Davidian Siege in 1993 in hopes of using them on David Koresh. Dr. Smirnov died of a heart attack in 2005 and the patent is now held by Psychotechnologies Corp. which is controlled by Army Intelligence asset General Albert Stubbblebine. The Russian attacks on our embassy and on political dissidents demonstrate the type of state sponsored terrorism that is possible using microwave weapons. These attacks on our embassy were kept secret from the American people for decades.
THREE: The DOD funded elite scientists, their scientific papers, and related patents prove these weapons exist. The work of Dr Allen Frey, Allen Sharp, Joseph Sharp, Jose Delgado, Ross Adey, J.F. Schapitz, Andre Puharich, Herman Schwann, James Lin, Bill Van Bise, Eldon Byrd, Robert Becker, James Lilly, Igor Smirnov and many others present sufficient evidence of these weapons existence.
Dr. Allan Frey synchronized pulsed microwaves with the myocardial rhythm of a frog’s heart, and the heart stopped beating. Frey had perfected the induction of heart seizures by beamed electromagnetics. He microwaved cats and found that stimulation of the hypothalamus had a powerful effect on emotions. Frey’s work had implications for covert operations such as assassination and neutralization.
Eldon Byrd experimented on animals and himself to see if electromagnetic waves could influence the brains of living organisms. Byrd said, “We could put animals into a stupor by hitting them with these frequencies. You could disable a person temporarily, it would have been like a stun gun, we would have had a weapon in one year.” Byrd reported having his work taken away from him and the project going black, and other researchers report having their work taken away when they began to get results.
Dr Jose Delgado in 1975 perfected a brain to computer link without wires that allowed the computer to identify a behavior or a thought and to correct it instantly in a feedback loop. By the 1980’s Delgado emphasized changing brainwave patterns through electromagnetic broadcasting at up to three kilometers. In an interview he stated his Orwellian beliefs, “This new knowledge is so important that I think it should radically change the philosophy of our education system, which believes in the sanctity of individuals, thinking that an individual exists at birth. This belief is not true. And this science is going to prove the fallacy of democracy in the sense that we talk about the rights of the individual; this democratic belief is not true”. Dr. Delgado invented a technology and expressed a philosophy that controlling human beings with computers and electromagnetic broadcasting is progress.
There are hundreds of patents for electromagnetic devices that interact remotely with the brain, the following patent is just one of them. Robert G. Malech in 1976 patented, “Apparatus and Method for Remotely Monitoring and Altering Brain Waves” (#3951134). The patents abstract states, “Apparatus for method of sensing brain waves at a position remote from the subject whereby electromagnetic signals are transmitted to the brain of the subject”. “All components of the apparatus are remote from the test subject. “High frequency transmitters radiate electromagnetic energy through antennas which scan the entire brain of the test subject. The signals penetrate the skull of the subject and impinge upon the brain to form an interference wave modulated by radiation from the brain’s natural electrical activity. The Modulated interference wave is transmitted by the brain and received by an antenna at a remote station where it is demodulated, and processed to provide a profile of the subject’s brain waves. In addition to monitoring brain waves, neurological processes may be affected by transmitting to his brain, through transmitting compensating signals. The latter signals can be derived from the received and processed brain waves.” The brain of the target may be hit with a signal that entrains the target and thus emotional states may be induced in the target from a distance. If this kind of patent for an electromagnetic weapon was public thirty years ago then what kind of technology are they able to use on targets today?
FOUR: In 1984 anti-nuclear protesters, mostly women and children, at Greenham Common, England surrounded the US airbase there in an attempt to stop the deployment of nuclear weapons. The women later claimed that they were attacked by US electromagnetic weapons from within the US airbase experiencing ill effects, including vertigo, retinal bleeding, burnt face (even at night), nausea, sleep disturbances, palpitations, loss of concentration, loss of memory, disorientation, severe headaches, temporary paralysis, faulty speech, irritability and panic attacks. Dr. Robert Becker, the author of, The Body Electric, twice nominated for the Nobel Prize, confirms that the symptoms are those he would expect to see had microwave weapons been used. This attack demonstrates a willingness to use these classified weapons on innocent women and children.
FIVE: There is a long history of US government experimentation on its citizens. It is difficult for most people to believe that their own government would use human beings as one uses laboratory animals in terminal experiments, experiments that end in the death of the human subject. Harder still is the idea that such a thing could be kept secret from the American people for very long. The following are two examples of illegal government programs that used thousands of people and were successfully kept secret for fifty and twenty five years respectively. The human radiation experiments began about 1943 injecting sick and injured people in hospitals with deadly amounts of plutonium or irradiating their bodies with harmful or even lethal doses of radiation called Total Body Irradiation or TBI. These and similar experiments only became public knowledge when the government decided to make them public fifty years later. Secretary of Energy Hazel O’Leary ordered her department to open classified files covering projects that had involved the use of human beings as guinea pigs since WWII. The index that names the separate experiments runs to 150 pages. The Presidents’ Advisory Committee on Human Radiation Experiments held hearings in 1995 and issued a report. The victims were mostly the powerless in society, orphans, disabled children, the mentally ill, minorities, prisoners, soldiers, poor people, sick people, in short those individuals who could not fight back. Mary Jean Connell, the only living victim of the plutonium experiments, when asked how she felt after receiving $100,000 dollars, merely replied “I’m afraid it’s going to happen again, you know”.
Project MKULTRA is the second example of illegal government human experimentation. In 1953 CIA officer Richard Helms chose Dr. Sidney Gottlieb to run the TSS, (Technical Service Staff). Gottlieb used Nazi Paperclip scientists and their state of the art mind control techniques that had been perfected in concentration camps using victims of the Holocaust. These scientists were known as programmers, people skilled in the art of breaking down and controlling the human mind using mescaline, electro-shock, sensory deprivation, torture, rape, starvation, trauma, and hypnosis. Severe trauma, such as rape, applied at the age of three will cause the personality to split or dissociate. The method works best when the trauma is repeated around six years of age. In the future the subject may be easily hypnotized and used for espionage operations but would only be consciously aware of the sense of lost time. In Congressional hearings in 1977 former CIA director Admiral Stansfield Turner testified that MKULTRA took place at 80 institutions, including 44 universities, 15 private companies, 12 hospitals and 3 prisons. The intelligence community edited and suppressed the Congressional reports on MKULTRA and the whole truth never saw the light of day. Most of the victims of MKULTRA still live in the shadows in fear today. To understand the current war crimes it is necessary to understand MKULTRA, the mini Manhattan Project which was a crash program to decode the secrets of the human brain in order to control it.
According to a Sept, 29, 1994 article in the Washington Times, “At least 500,000 people were used as Cold War-era radiation, biological, and chemical weapons experiments sponsored by the federal government”. In view of the history of human experimentation in the past by the intelligence community and the successful cover up of all previous war crimes it is irresponsible and dishonest to claim that this current war crime is not possible and that this is not happening without a complete and thorough investigation.
SIX: The majority of the victims of the current illegal weapons development program are political activists and whistleblowers and there is a long history of the US government targeting political activists. Cointelpro stands for counter intelligence program, primarily run by the FBI as a covert action program against domestic dissidents. The use of infiltration, psychological warfare, harassment through the legal system, and the use of violence, including murder, probably began in the 1950’s. Targets included the civil rights movement, the anti-war movement, the women’s movement, the environmental movement, and opposition political parties, basically any progressive group in American society. The most prominent target of Cointelpro in the 1960’s was Dr. Martin Luther King, Jr., who received a blackmail letter from J. Edgar Hoover that detailed evidence of Dr. King’s extramarital affairs and suggested that he should suicide himself to preclude the release of the material to the press. Forced suicide on a target allows intelligence agencies deniability for the crime, in effect, it is the perfect crime. The theory of counter-insurgency operations insists that infiltration and “psychological operations” be mounted against dissident groups in “normal times”, before any mass movement can develop. These tactics have been adopted by US intelligence agencies against individuals and progressive movements within American society. The operatives who infiltrate progressive organizations are directed to disrupt meetings, spread rumors, inflame disagreements over what people normally fight over, money, politics, race, gender, to exacerbate rivalries and jealousy, and set up activists for prosecution. The favorite tactic is the “snitch jacket” where suspicion of being an informant is used against legitimate leaders. Some of the strategies are false news stories, forged documents, and anonymous letters and phone calls as well as pressure on landlords and employers so that activists lose their good names, their personal and business relationships, and their jobs and homes. Investigations into Cointelpro revealed crimes but no one went to prison and these counter insurgency operations continue. Forced suicide is a primary tactic of the microwave weapons attacks on targeted individuals today and since a forced suicide is perfectly deniable it is the perfect crime.
SEVEN: There is a population of credible witnesses, mostly political activists and whistleblowers, who have been saying for years that they are being targeted with microwave weapons and organized stalking. The author has interviewed over 200 targeted individuals and observed them in their environment and found them to be intelligent, educated, sane, and sober individuals who are telling basically the same story without ever having met one another. The targets are people of all ages and races but the average target is female, forty years old, with an IQ of approximately 120, and a history of political activism. Individual case studies and testimony of the targeted individuals have been included in the documentary films. This new Phoenix Program generally focuses on dissidents, and whistleblowers, and is taking place in many different countries. The criterion for who gets chosen is very much like the criterion for choosing MKULTRA human experimental subjects and the targets of Cointelpro. By using people they consider potential enemies the program is turning liabilities into assets. The targeted individual is a human guinea pig used to perfect microwave weapons technology and the science of behavior modification.
EIGHT: Military doctrine papers have been written about how to use microwave and extremely low frequency ELF weapons against not just armies but against individuals and large scale civilian populations. Since it is illegal to reveal the existence of classified weapons technology many of the military papers refer to present day technology as weapons of the very near future. The following examples are just two papers out of many. The Strategic Studies Institute of the US Army War College produced a paper in 1994 entitled “The Revolution in Military Affairs and Conflicts Short of War”. A revolution in military affairs (RMA) is mentioned, “That will not only change the nature of warfare, but also alter the global geopolitical balance of power”. An example of an RMA is the invention of gunpowder, or atomic weapons, in short, an innovation that turns the world upside down. The authors claim, “Behavior modification is a key component of peace enforcement,” and that modification will be directed at the American people. This will take place, the authors state, through directed energy systems, whose primary advantage is “deniability”. Anyone who objects to this will be subjected to technology to, “develop, tailor and focus psychological campaigns for each.” This description fits perfectly with historical programs and what the victims claim is happening to the target population today.
New World Vistas is a book published in 1996 by the US Air Force Advisory Board, which discusses “Biological Process Control”. ”We will have achieved a clear understanding of how the human brain works, how it really controls the various functions of the body, and how it can be manipulated. One can envision the development of electromagnetic energy sources, the output of which can be pulsed, shaped, and focused, that can couple with the human body in a fashion that will allow one to prevent voluntary muscle movements, control emotions, produce sleep, transmit suggestions, interfere with both short-term and long term memory.” This describes exactly the work done by Dr. Allen Frey in 1958 that was funded by the DOD and is describing what is being done in present day illegal operations.
The military theorists writing about “Technologies specifically designed for conflicts short of war” observe, overcoming the ethical restraints of American attitudes towards the technology and its uses would require “an ethical and political revolution (would be necessary) to make a military revolution”. “There is another alternative: we could deliberately engineer a comprehensive revolution, seeking utter transformation rather than simply an expeditious use of new technology”. Whether this so called comprehensive revolution is currently underway must be diligently investigated if we are to retain our present civil society and present form of government.
NINE: Persons of interest in the intelligence agencies include the man in charge of nonlethal weapons development for decades, Lt. Colonel John B. Alexander as well as a man who has advocated using extremely low frequency ELF microwave weapons on civilians in their homes, Lt. Colonel Michael Aquino. Alexander was formerly with Army intelligence, (INSCOM) under General Albert Stubblebine, 1982-4. After retiring from the Army in 1988, Alexander joined Los Alamos National Laboratories. Alexander stated in a Washington Post interview about the excesses of MKULTRA, “there were some abuses that took place,” but, “I would argue we threw the baby out with the bath water.” Alexander is intrigued by the possibility of using electronic means to modify behavior. “The dilemma of the war on terrorism”, he notes, “is that it never ends.” “So what do you do with enemies, such as those at Guantanamo: keep them there forever?” “That’s impractical.” “Behavior modification could be an alternative,” he says. “Maybe I can fix you, or electronically neuter you, so it’s safe to release you into society, so you won’t come back and kill me,” Alexander says. It’s only a matter of time before technology allows that scenario to come true, he continues. “We’re now getting to where we can do that.”
Besides his stated interest in the use of microwave weapons to neutralize opponents, Alexander has been instrumental in moving nonlethal weapons from the DOD to the DOJ and placing these weapons in the hands of local law enforcement and others. The following are three examples of the movement of classified microwave weapons to civilian law enforcement for use against innocent people.
In 1993 the National Institute of Justice, (part of the DOJ) began the “NIJ Initiative on Less-Than-Lethal Weapons,” recommending that state and local police departments in America utilize psychotronic, and electromagnetic weapons against American citizens involved in “domestic disturbances”. The report said, “Short term research will be completed to adopt military technology to use by domestic law enforcement…including laser, microwave, and electromagnetic weapons.” The Washington Post reported, “The Pentagon and the DOJ have agreed to share state-of-the-art military technology with civilian law enforcement agencies, including exotic “non-lethal” weapons.” This new approach to law enforcement was showcased in a three-day secret conference on non-lethal weaponry at Johns Hopkins University. The conference head was Lt. Col. John B. Alexander, Program Manager for Non-Lethal Defense, Los Alamos National Laboratory. Attending the meeting was Attorney General Janet Reno, military weapons specialists, and representatives from state and local police departments.
The second initiative is from the Office of Assistant secretary of Defense, July 21, 1994, Dr Christopher Lamb issued a draft DOD directive which would establish a policy for non-lethal weapons to formally connect the military’s non-lethal research to civilian law enforcement agencies. The government’s plan to use pulsed electromagnetic and radio frequency weapon systems as a nonlethal technology for domestic Justice Department should frighten people because it is very vague. According to this document nonlethal weapons are to be used against the government’s domestic adversaries. Just who these domestic adversaries are is not clearly stated, meaning anyone they choose.
The third example of classified weapons being passed to domestic law enforcement agencies is shown at the 1995 ONDCP (Office of National Drug Control Policy) International Technology Symposium, Titled, “Counter-Drug Law Enforcement: Applied Technology for Improved Operational Effectiveness,” which outlined the “Transition of advanced military technologies to the civil law enforcement environment.”
These operations have remained secret for the very good reason that they are accomplishing extra judicial assaults against targeted individuals. The targeted political activists and others have been portrayed as criminals to local law enforcement and to vigilante groups in the community to motivate them to attack and torment the targets in their homes, their work place, and in public, in order to drive them out, imprison them for retaliation, or to force a suicide with the microwave weapons.
Another person of interest is Lt. Colonel Michael Aquino who wrote the military doctrine paper, “From PSYOP to MINDWAR: The Psychology of Victory”. Aquino’s thesis stated that enemy populations could be subdued by inflicting a state of psychological terror and feelings of imminent destruction. He discusses the use of psychotronic weapons or electromagnetic weapons that influence the mind. Capitulation could be induced without firing a shot by extremely low frequency ELF signals piggybacked on broadcasts of radio, TV, or microwave communications, to influence and manipulate the thoughts and feelings of the target population. This design is spelled out in Aquino’s own words. “Psychotronic research is in its infancy, but the US Army already possesses an operational weapons system designed to do what Lt. Col. J.B. Alexander would like ESP to do- except that this weapons system uses existing communications media. It seeks to map the minds of neutral and enemy individuals and then change them in accordance with US national interests”. It is in their homes and their communities that they are most vulnerable to MindWar. There are some purely natural conditions under which minds may become more or less receptive to ideas, and MindWar should take full advantage of such phenomena as atmospheric electromagnetic activity, air ionization, and extremely low frequency waves (21).” “If we do not accept Excalibur, then we relinquish our ability to inspire foreign cultures with our morality.”
The following footnote to ELF is included in his paper. 21. ELF waves up to 100 Hz are naturally occurring but they can also be produced artificially (such as for the Navy’s Project Sanguine for submarine communication). ELF-waves are not normally noticed by the unaided senses, yet their resonant effect upon the human body has been connected to both physiological disorders and emotional distortion. Infrasound vibration (up to 20 Hz) can subliminally influence brain activity to align itself to Delta, Theta, Alpha, or Beta wave patterns, inclining an audience toward everything from alertness to passivity. “Infrasound could be used tactically, as ELF-waves endure for great distances; and it could be used in conjunction with media broadcasts as well.”
Aquino’s footnote on ELF is fairly specific and admits that it is to be used in “conjunction” with television and radio, in short, the ELF MindWar attack signal will be piggybacked on a TV carrier wave to target civilian populations in their homes to instill feelings of fear and terror prior to the start of a conflict. If these weapons were turned against friendly populations it would be extremely difficult to detect their influence. The Aquino paper represents a scheme for waging perpetual psychological warfare against friend and enemy populations alike, particularly against the American people. Lt. Colonel Aquino has espoused borderline beliefs like Lt. Col. Alexander, yet in reality neither man is superstitious in the slightest. These two men each have over 40 years experience in psychological warfare and counter insurgency warfare operations. Both are intelligence agents, spies, who are by definition, professional liars. These borderline personalities have written military doctrine papers about how to use these weapons and have placed them in the hands of state and local law enforcement and others to use against unspecified targets in the community. It is imperative that these men be investigated, detained, and interrogated to prove they are using classified weapons technology that Aquino refers to as the magic sword, Excaliber, against political activists, whistleblowers and other innocent people.
TEN: There is a long prior pattern of illegal behavior by some members of the intelligence agencies including forming and participating in death squads such as the Phoenix Program. The Phoenix Program was created by the CIA in 1967 using assassination, kidnapping, and torture, against civilians who supported the Viet Cong insurgency in South Vietnam. Phoenix evolved into a highly computerized program that “neutralized” 1800 targets a month. By targeting civilians it was a war crime that violated the Geneva Conventions. In 1971, William Colby, head of CIA in Vietnam, testified the number killed was 20,000. South Vietnamese government figures were 40,000 dead. The real death toll was probably 60,000. Death squads are extremely effective and the Phoenix Program was the most successful operation of the entire Vietnam War. Numerous other death squads have been set up by the US intelligence agencies in other countries such as in Central and South America. These rather common place operations overseas have now been visited upon civilians in the US and other nations using the highest level anti-personnel weapons technology in the world to neutralize and destroy people viewed as potential enemies by people holding hard right ideologies within the intelligence agencies.
The focus of microwave weapons attacks and organized stalking harassment is not to deliver tremendous physical torture but rather it is the cumulative effect of many different small stresses applied constantly over a long period of time that are scientifically designed to neutralize and mentally subdue the target to the point of incapacity. This strategy might be termed the death of a thousand cuts. The following facts have been proven. The weapons exist and have been used to attack activists before. The weapons have been given to law enforcement to use against domestic enemies. Credible witnesses have come forward and given evidence of being attacked in this manner. Persons within the intelligence community have written and spoken publically about committing these types of criminal acts. Historical government programs prove the willingness of the intelligence agencies to engage in these types of crimes. There is much more evidence in my free books and films. These concise examples are sufficient to convince any reasonable person that these crimes are taking place and action must be taken this day. It is incumbent upon us as citizens in a free society to act to stop these abuses before we ourselves fall victim to them and the freedoms we have inherited are lost to us forever. Marshall Thomas
